In his video message on December 1, 2022, Volodymyr Zelenskyy announced the decision of the National Security and Defense Council to submit to the Verkhovna Rada “a bill on the impossibility of activities in Ukraine of religious organizations affiliated with centers of influence in the Russian Federation.”
The President did not name the number of the bill, but, obviously, it is about the draft law 8821, developed by the European Solidarity party "On Ensuring the Strengthening of National Security in the Sphere of Freedom of Conscience and the Activities of Religious Organizations."
“We will ensure full independence for our state. In particular, spiritual independence. We will never allow anyone to build an empire inside the Ukrainian soul,” Zelensky said.
