On December 14, 2021, during public events at the Vladimir Cathedral of the UOC-KP in Kyiv, "Archbishop" Andrey Marutsak criticized President Vladimir Zelensky of Ukraine and officials of the ministries of justice and culture, calling them timid and unpatriotic due to their unwillingness to restore the registration of the Kyiv Patriarchate, reports the official website of the schismatics.

He considers the Ukrainian authorities to be short-sighted because they do not understand the importance of the Kyiv Patriarchate, “independent from foreign centers”.

“Unfortunately, so far there is not a single brave, patriotic government official, from the president to officials of the ministries of justice and culture, who would resolve the issue of returning the registration of the Kyiv Patriarchate,” Marutsak said.

He also accused the authorities of interfering in ecclesiastical affairs, which entailed "a violation of church unity and a split in Ukrainian society." According to Marutsak, such interventions in the conditions of war "threaten the security of Ukraine and the loss of its independence".

As reported by the UOJ, Filaret had “ordained” the “bishop” of Philadelphia.
