Rada approves criminal liability for breaking quarantine rules

On March 17, 2020, the Verkhovna Rada of Ukraine supported the adoption of a law on measures to prevent the spread of coronavirus. 344 deputies voted for the bill. The document includes clauses on liability for violation of quarantine rules.

Amendments to Article 325 of the Criminal Code of Ukraine have been introduced. In case of “violation of the rules and norms established to prevent epidemiological diseases”, a fine of up to 34,000 UAH or imprisonment of up to 3 years is prescribed. If a violation of sanitary norms and rules entails the death of a person or severe consequences, the perpetrator may receive from 5 to 8 years in prison.

Recall, on March 11, the Permanent Commission on Technological and Environmental Safety and Emergency Situations of the Kyiv City State Administration decided to ban "mass services".

On March 16, President Vladimir Zelensky said he "urges the Cabinet of Ministers of Ukraine <...> to ban mass events with the participation of more than 10 people, including rites and ceremonies. I ask leaders of all Churches to understand this situation when there is a threat to human health and life."
